AI in the BRICS countries
BRICS is an interstate association of Brazil, Russia, India, China and South Africa. On January 1, 2024, Egypt, Iran, the United Arab Emirates, Saudi Arabia and Ethiopia joined BRICS.
In 2024, Russia took up the baton of chairmanship of BRICS. The main event - the summit of heads of state - will take place on October 22-24 in Kazan.
The Russian presidency of BRICS in 2024 will be held under the motto «Strengthening multilateralism for equitable global development and security».

BRICS has the potential to become a platform for deepening scientific and technological cooperation in the field of AI between countries with different levels of development. It is important to recognize that AI regulation must be fair and inclusive, ensuring global security and development
Taking these factors into account, the BRICS countries agreed to establish an AI Study Group in 2023.
AI Ethics in BRICS
The 14th BRICS Summit in 2022 resulted in the Beijing Declaration, which expressed concern about the risks and ethical dilemmas associated with AI. The declaration calls on BRICS countries to work together to address these concerns, share best practices, conduct comparative studies on this issue to develop a common governance approach that will guide BRICS countries on the ethical and responsible use of AI, promoting the development of AI technologies.
Following the conference "Journey into the World of Artificial Intelligence", held on November 24, 2023, an instruction from the President of the Russian Federation was issued to include issues related to the formation of ethical standards in the field of AI in the agenda of BRICS meetings.

Brazil
General information
Brazil sets itself several key goals in the development of AI:
- Establishing ethical guidelines for the responsible use of AI. Ethical principles are included in the AI development strategy, which was adopted in 2021.
- Removing barriers to innovation and promoting sustainable investment in AI research and development. For example, Brazil founded 6 centers for the study of applied AI technologies. In 2021, investment in AI reached $1 billion.
- Strengthening collaboration between government, private sector and researchers. For this purpose, the Brazilian Association for Research and Industrial Innovation in Digital Technologies was created. From 2016 to 2023, the number of publications on AI doubled, reaching 11 thousand.
- Preparing professionals for the AI ecosystem. Brazil launched the Future of Work, Future of Work program to promote workforce development for the AI industry starting in school. From 2021 to 2022, the number of AI professionals grew by 5%.

AI Development Centers
Under the leadership of the Brazilian Ministry of Science, Technology, Innovation and Communications, eight applied research centers in the field of AI will be created. They will be selected on a competitive basis in four main areas: healthcare, agriculture, industry and smart cities. Project proposals must be jointly submitted by academic/research organizations and private companies.
The financing mechanism provides for private sector co-financing and government financing with an initial commitment of 5 years and extension for a further 5 years.
This initiative, combining the creation of infrastructure and the provision of partial direct financial support (1 million Brazilian reals or 150,000 euros for each research center), aims to benefit the private and public sectors, as well as the workforce.
AI ethics
Brazil does not have a single document on AI ethics, but the National AI Strategy includes among its initiatives the creation of councils, committees or groups to develop standards and rules for the ethical development and use of AI. This topic also includes specific funding for research or pilot programs to create explainable and transparent AI.
Russia
General Information
In February 2024, the President of Russia approved the updated National AI Development Strategy through 2030. This is the primary document addressing the most significant challenges facing the AI market. One of its key metrics is the targeted GDP growth of 11.2 trillion rubles by 2030, driven by the adoption of AI technologies and AI-powered products.
Equally important is the national project «Data Economy and Digital Transformation of the State», which includes the federal project «Artificial Intelligence». Achieving the goals and objectives outlined in this national project will be crucial not only for the development of AI in the country but also for securing Russia's technological sovereignty. As part of the national project, 12 AI research centers have already been established, focusing on fundamental research. The Russian government has allocated over 4 billion rubles to support them, and in the near future, another six AI research centers will be selected for further development.

AI Development Centers
Since 2021, Russia has created 12 core AI research centers focusing on key areas of development. Within the framework of the federal “Artificial Intelligence” project, which is the part of the national program "Digital Economy of the Russian Federation", in 2021 the "first stage" of selection of research centers in the AI field was carried out. Six academic and educational institutions have received government support to establish and develop these centers, including Skoltech, Innopolis University, ITMO University, HSE University, MIPT, and the Ivannikov Institute for System Programming of the Russian Academy of Sciences.
In 2023, during the "second stage" of center selection, six more research institutions were supported: the N.N. Blokhin National Medical Research Center of Oncology, Samara University, Novosibirsk State University, National Research Nuclear University MEPhI, Lobachevsky University, and Saint Petersburg State University.
AI Ethics
In 2021, at the 1st International Forum "AI Ethics: Building Trust," Russia adopted its AI Ethics Code. The Code establishes general ethical principles and standards for participants in the AI ecosystem, aimed at fostering a trusted environment for AI technology development in Russia.

- Responsibility for creating and using AI must be recognized.
- Humans bear responsibility for the consequences of using AI.

To advance AI, India has announced the establishment of three cutting-edge AI centers at leading educational institutions as part of its "Make AI in India" initiative.
India is building an AI development system that includes all stakeholders, fostering collaboration between government, industry, and academia. Currently, India claims to be boasts the highest "AI skills penetration rate" country among all G20 and OECD countries, with a score of 3.09.
